Mr. Mullins has over 50 years of experience, including nearly 28 and a half years of service in the U.S. Navy. He started his career as a deck seaman and later became a Torpedoman on the U.S.S. Marvin Shields (FF1066). He advanced quickly to the Torpedoman’s Mate Chief Petty Officer (TMC) rank and was later selected as a commissioned Ensign Limited Duty Officer (LDO), retiring as a Lieutenant Commander. Some of his significant assignments include serving as the Weapons Officer, Electronics Maintenance Officer and Command Control, Communications, Computer, Intelligence (C4I), and assistant Material Officer for Commander U.S.S. Nimitz Battle Group. He also served as the Project Officer and Ship's Battle Force Action Officer for U.S.S. John F. Kennedy and the Strikeforce Interoperability Officer for U.S.S. Carl Vinson and U.S.S. Abraham Lincoln while stationed at NSWC Port Hueneme Division, Port Hueneme, CA.

He retired from the Navy in 2001 and was a Senior Project Engineer/Director of Warfare Systems Integration for CACI Technologies, a defense contractor. In 2004, Mr. Mullins co-founded and served as the President and CEO of Quality Innovative Solutions, Inc.. With his co-founder and CFO, Mr. Carl Seastrand, providing customized solutions supporting acquisition services for DoD components.

While in the Navy, Mr. Mullins earned a Bachelor of Science in Computer Information Systems from Chapman University. He was involved with various organizations, including the Oxnard Noontimers Lion's Club, IEEE Computer Society, the American Society for Quality, and a VP Board member for the San Fernando Valley Chapter of the National Contracts Management Association. He is also a CalNonprofits, Center for Nonprofit Leadership member, California Lutheran University, and Goldman Sachs 10,000 Small Businesses Alumni member, Graduate from Allstate (Insurance) Mentorship Program, Vistage Worldwide, Inc., and The Alternative Board (TAB) providing guidance, support and Landmark Worldwide enhancing business understanding, spiritual awareness, in proven academic and business disciplines. In 2021, he collaborated with the University of Colorado, Colorado Springs (UCCS) Bachelor of Business Innovation Center to receive support for solidifying the Fatherless Age foundational business structure. Mr. Mullins is dedicated to creating a national community of Fatherless Children and instructing fatherless children aged 10-18, focusing on critical gaps overlooked in public schools. In his free time, he enjoys attending church, Bible study, singing, and spending time with his family.
